KOYLA SHAKTI Dashboard and CLAMP Portal: Enhancing Efficiency and Transparency in Coal Management

The Union Minister of Coal and Mines recently launched two transformative digital initiatives — the KOYLA SHAKTI Dashboard and the Coal Land Acquisition, Management, and Payment (CLAMP) Portal. These platforms aim to modernize India’s coal sector, improve operational efficiency, and enhance transparency and accountability in coal management.
KOYLA SHAKTI Dashboard
Overview:
- KOYLA SHAKTI Dashboard is a Smart Coal Analytics Dashboard (SCAD) developed by the Ministry of Coal.
- It provides a unified digital platform integrating the entire coal value chain, from mine to market.
Objectives:
- Act as the digital backbone of India’s coal ecosystem.
- Enable real-time monitoring, data integration, and evidence-based policy making.
- Improve operational efficiency and decision-making across coal operations.
Key Features:
- Unified Visibility: Integrates data from coal production, logistics, and consumption into one interface.
- Real-Time Monitoring: Tracks coal movement through rail, road, and multimodal systems with live analytics.
- Data-Driven Governance: Uses predictive analytics for demand forecasting and resource allocation.
- Incident Response System: Sends alerts for operational disruptions and supports rapid resolution.
- Transparency & Accountability: Displays key performance indicators (KPIs) for stakeholders to ensure open monitoring.
CLAMP Portal
Overview:
- The Coal Land Acquisition, Management, and Payment (CLAMP) Portal is a centralized digital platform for managing land acquisition, compensation, and rehabilitation & resettlement (R&R) in coal-bearing areas.
Objectives:
- Ensure time-bound, transparent, and equitable land management.
- Digitize records, payments, and inter-agency coordination for faster and fairer processes.
Key Features:
- End-to-End Digital Workflow: Covers all processes from uploading land records to final compensation payments.
- Central Repository: Maintains updated land ownership and compensation details in one platform.
- Transparency & Accountability: Minimizes human discretion and reduces procedural delays.
- Integration Across PSUs: Links coal PSUs, State departments, and district authorities.
- Citizen-Centric Governance: Ensures fair and timely rehabilitation and resettlement for affected communities.
