Reform Express Initiative: Transforming Indian Railways

Context
Union Railway Minister has unveiled five structural reforms under the Reform Express programme to upgrade freight efficiency and passenger experience.
Reform Express Programme
Nature of Initiative:
A holistic reform package introduced in 2026 to accelerate modernization of Indian Railways through digital integration and governance reforms.
Nodal Authority:
Led by the Ministry of Railways, Government of India.
Core Objective
To replace outdated operational systems with technology-driven solutions, streamline freight logistics, enhance passenger convenience, and ensure transparency in procurement and ticketing processes.
Major Interventions
1. Advanced Freight Handling Systems:
Deployment of corrosion-resistant, top-loading and side-discharge containers for bulk commodities like salt to minimize losses and wagon damage.
2. Strengthened Contracting Framework:
Introduction of tighter eligibility norms, mandatory 2% earnest money deposit, and checks against abnormally low bids to improve infrastructure quality.
3. Clean Ticketing Ecosystem:
Elimination of around 3 crore fraudulent IRCTC accounts along with Aadhaar-linked OTP authentication to curb ticket hoarding and tout activity.
4. Enhanced Passenger Autonomy:
Provision for digital modification of boarding points and class upgrades up to 30 minutes before train departure.
5. Efficient Auto Logistics:
Adoption of route-specific wagon configurations to overcome physical constraints like low-clearance bridges, thereby boosting automobile transport via rail.
