Context


The Ministry of Minority Affairs has partnered with Indian Institute of Technology Patna through a formal MoU to advance implementation of the PM VIKAS programme, focusing on skill development and inclusive growth among minority communities.


PM VIKAS Programme: Key Overview

Purpose:
To strengthen socio-economic inclusion of minority groups by combining skill development, education pathways, entrepreneurship promotion, and safeguarding of traditional heritage.

Central Sector Initiative funded and administered by the Union Government.

  • Aadhaar identification
  • Aadhaar-linked bank account

Age Bracket:

  • 14–45 years (general skilling & education)
  • 18–45 years (women leadership initiatives)

Reservation Norms:

  • 33% seats for women in skilling
  • 50% in education
  • Full reservation for women in leadership programmes
  • 3% for Persons with Disabilities
  • Limited inclusion of non-minority EWS

Geographical Reach & Partnerships

Coverage:
Nationwide rollout through convergence with Pradhan Mantri Jan Vikas Karyakram infrastructure.

NSQF-compliant courses covering both traditional crafts and emerging sectors with placement linkage.

Bridge courses via National Institute of Open Schooling enabling certification up to Class 12.

Mentorship through “Biz Sakhis”, along with counselling and enterprise facilitation.

Leveraging existing PMJVK assets; new facilities created only where necessary.

  • 75% placement target
