Annual Survey of Incorporated Services Sector Enterprises (ASISSE)

Context


The National Statistical Office has introduced a new nationwide statistical exercise—ASISSE for the reference year 2024–25—to strengthen data availability on India’s organised services economy.


What is ASISSE? (Concept Overview)

ASISSE is a first-of-its-kind annual statistical survey targeting the formal (incorporated) services sector. It gathers structured data from entities registered under the Companies framework and Limited Liability Partnerships to map India’s organised services economy.


Implementing Authority

  • Nodal Agency: National Statistical Office
  • Functions under the Ministry of Statistics and Programme Implementation (MoSPI).

Core Objectives

  • Database Creation: Build a detailed and disaggregated dataset on the organised services sector.
  • Data Gap Reduction: Address absence of systematic data in services, complementing:
    • Annual Survey of Industries (manufacturing)
    • Annual Survey of Unincorporated Sector Enterprises (informal sector)
  • Policy Support: Provide credible indicators for evidence-based governance and sectoral planning.

Salient Characteristics

  • Sectoral Span: Encompasses trade, logistics, tourism, IT, healthcare, education, and professional services across all States/UTs.
  • Sampling Base: Uses GST-linked enterprise database from Goods and Services Tax Network for identification.
  • Scale: Covers nearly 21 lakh enterprises in the first round.
  • Data Mode: Fully digital data capture via secure online systems ensuring efficiency and transparency.
  • Legal Backing: Conducted under the Collection of Statistics Act, 2008, strengthened by reforms under the Jan Vishwas Act, 2023.
