BHAVYA Scheme for Plug-and-Play Industrial Parks


Context:
The Union Cabinet has approved the BHAVYA (Build High-Value Advanced Yards for Acceleration) Scheme to develop 100 integrated plug-and-play industrial parks across India by 2032.


Core Vision –
To create world-class, ready-to-operate industrial ecosystems that enhance manufacturing capacity and industrial competitiveness.


Nature of Scheme –
A Central Sector Scheme implemented through cooperative federalism (Centre–State coordination) and Public-Private Partnership (PPP) model.


Launch Timeline –
Introduced in March 2026.


Administrative Ministry –
Ministry of Commerce & Industry.


Implementation Period –
6 years (FY 2026–27 to FY 2031–32).


Executing Agency –
National Industrial Corridor Development Corporation (NICDC) under the Department for Promotion of Industry and Internal Trade (DPIIT).


Strategic Goals –

  • Strengthen industrial infrastructure ecosystem
  • Improve ease of doing business
  • Attract domestic and global investments
  • Ensure balanced regional industrial growth
  • Boost logistics efficiency through multimodal connectivity

Eligibility Criteria –

  • No direct individual beneficiaries
  • Selection based on land availability, connectivity, and industrial demand

Geographical Scope –
Pan-India implementation with priority to 8 industrial corridors under NICDP.


Salient Features –

  • Ready-to-Operate Industrial Parks –
    Pre-developed zones with land, utilities, and approvals for immediate operations
  • Land Size Norms –
    100–1000 acres (minimum 25 acres in hilly and North-East regions)
  • Financial Assistance –
    Up to ₹1 crore per acre for:
    • Core infrastructure (roads, utilities, drainage, ICT)
    • Value-added facilities (testing labs, warehouses, factory sheds)
    • Social infrastructure (worker housing, amenities)
  • External Infrastructure Support –
    Up to 25% of project cost
  • Project Selection –
    Challenge-based approach prioritizing reform-oriented and investment-ready proposals

Design Framework –
Aligned with PM GatiShakti; promotes green energy, underground utility corridors, and no-dig systems.


Ease of Doing Business –
Single-window clearance system ensuring approvals within 60 days.


Sustainability Focus –
Encourages eco-friendly practices such as solar energy use and Zero Liquid Discharge systems.


Funding Mechanism –
Central financial assistance routed via implementing agencies with State participation.


Beneficiary Spectrum –

  • Primary – Manufacturing units, MSMEs, startups, global investors
  • Secondary – Workers, logistics providers, and local communities
