Digitising Gram Sabhas through SabhaSaar Platform

Context
The SabhaSaar Initiative has recently witnessed widespread uptake, with more than 1.11 lakh Gram Panchayats across the country deploying this AI-enabled solution for automated summarisation of Gram Sabha proceedings (January 2026).
Overview
SabhaSaar is an artificial intelligence–driven voice recognition and meeting documentation platform that transforms audio/video recordings of Gram Sabha and Panchayat meetings into well-structured digital minutes.

Objective
To promote inclusive participation, transparency, and administrative effectiveness in grassroots governance through digital standardisation of Gram Sabha records.
Core Functionalities
- Automated speech-to-text conversion: Uses AI and NLP to capture discussions, resolutions, and action items in structured form.
- Language inclusivity: Enabled through Bhashini; presently supports 13 Indian languages with further expansion planned.
- Data security & privacy: Operates on government-owned digital infrastructure and adheres to the Digital Personal Data Protection Act, 2025.
- Performance insights: Generates analytics on meeting frequency, attendance levels, resolution status, and follow-up compliance.
