Context

The National Commission for Women (NCW) observed its 34th anniversary at Bharat Mandapam, New Delhi, highlighting its continuing role in strengthening India’s institutional framework for women’s protection and empowerment.

Institutional Profile


The National Commission for Women is a statutory, national-level body under the Government of India mandated to uphold the constitutional and legal entitlements of women. It serves as a monitoring authority, policy advisor, and complaint-handling body on matters concerning women.

Evolution of the Idea

  • Recommendation for a dedicated women’s commission emerged from the Committee on the Status of Women in India.
  • The concept gained momentum through the National Perspective Plan for Women (1988–2000).
  • The NCW Bill was tabled in Lok Sabha in May 1990 after stakeholder consultations.
  • Presidential assent was granted on 30 August 1990, followed by constitution of the first Commission in January 1992.

Organisational Setup

  • Chairperson appointed by the Central Government.
  • Five Members drawn from diverse sectors such as law, education, administration, health, labour, and social activism.
  • Mandatory inclusion of representatives from Scheduled Castes and Scheduled Tribes.

Operational Responsibilities

  • Appraisal of legal and constitutional safeguards for women.
  • Advisory support to governments on gender-related policies and legislations.
  • Handling individual complaints and initiating suo motu inquiries.
  • Suggesting reforms and amendments to existing laws.
  • Exercising civil court–like powers for investigation.
  • Inspection of custodial and protective institutions housing women.
  • Conducting research, awareness campaigns, and supporting public-interest litigation.
  • Presenting periodic reports to the Central Government for placement before Parliament.
