SAMPANN–UMANG Linkage for Digital Pension Services

Context

Background – The SAMPANN pension portal has been integrated with the UMANG, enabling pensioners to access pension-related information and records through a single digital interface.


UMANG Platform

Core Objective – To function as a unified digital gateway offering citizens access to a wide range of Central and State Government services via mobile and web-based platforms.

Flagship Programme – Implemented as part of the Digital India Mission.

Year of Launch – 2017.

Implementing Agencies – Ministry of Electronics and Information Technology (MeitY) along with the National e-Governance Division (NeGD).

Single Interface Model – Allows users to access multiple government services without the need for separate applications.

Provident Fund Features – Facilitates EPFO services such as checking PF balances, viewing passbooks, and tracking claims.

Digital Document Access – Integrated with DigiLocker for secure storage and retrieval of official documents including Aadhaar, driving licence, and educational certificates.

Social Security Coverage – Provides access to welfare schemes like Atal Pension Yojana, e-Shram, and Pradhan Mantri Jan Dhan Yojana.

Public Utility Services – Offers citizen services related to Bharat Gas, Indian Railways, and the Mera Ration system.

Overall Importance – Consolidates citizen-centric services of Central, State, Local, autonomous, and statutory institutions on a single digital ecosystem.


SAMPANN System

Primary Purpose – A comprehensive online pension administration platform aimed at digitising pension processing, payments, and grievance redressal.

Operational Since – 2018.

Executing Authority – Office of the Controller General of Communication Accounts.

Administrative Control – Department of Telecommunications under the Ministry of Communications.

Target Users – Pensioners of the Department of Telecommunications, including BSNL retirees.

Payment Mechanism – Ensures direct and seamless transfer of pension amounts to beneficiaries’ bank accounts through a common platform.

End-to-End Coverage – Manages pension case registration, verification, issuance of electronic Pension Payment Orders (e-PPOs), and grievance resolution.

Online Pensioner Dashboard – Enables beneficiaries to view monthly pension details, track status, and update personal information digitally.

Linkage with UMANG – Allows DoT pensioners to access pension-related services conveniently through the UMANG portal.

DigiLocker Connectivity – Provides secure, paperless access to e-PPOs, gratuity and commutation orders, and Form-16 documents.
