VoicERA: India’s Open-Source Voice AI Execution Framework

Context

An open-source Voice AI framework named VoicERA was unveiled during the India AI Impact Summit 2026, built on India’s BHASHINI National Language Infrastructure.

Conceptual Overview: VoicERA is a comprehensive Voice AI operational stack that functions as a national backbone for speech and language-based artificial intelligence, enabling large-scale deployment of multilingual voice-enabled applications across governance, public services, and innovation ecosystems.

Administrative Ownership: The initiative is led by the Digital India BHASHINI Division under the Digital India Corporation, Ministry of Electronics and Information Technology (MeitY), with technical collaboration from EkStep Foundation, COSS, IIIT Bengaluru, and AI4Bharat.

Strategic Rationale: The framework seeks to enable voice-based access to public services through natural speech interfaces, particularly benefiting non-English speakers, while promoting an open, standardised architecture that limits vendor lock-in and strengthens digital sovereignty.

Design Philosophy: Developed as a digital public good, VoicERA follows open standards and a modular structure, encouraging interoperability, innovation, and reuse across platforms.

Infrastructure Adaptability: Supports deployment on both cloud-based and on-premise environments, offering flexibility for organisations with diverse security and compliance requirements.

Language Inclusivity: Enables real-time speech processing and conversational AI across multiple Indian languages, enhancing linguistic inclusion in digital service delivery.
