India and the International Fund for Agricultural Development jointly unveiled a fresh Country Strategic Opportunities Programme (COSOP) covering the period 2026–2033 to strengthen sustainable rural development and climate-smart livelihoods.

What is COSOP?
The Country Strategic Opportunities Programme (COSOP) is a long-term cooperation framework designed between a member nation and IFAD to guide rural investment priorities and development interventions. It acts as a roadmap for inclusive rural modernization by promoting productive livelihoods, resilient agricultural systems, and stronger market participation instead of limiting the focus only to poverty reduction.

Objective
The programme seeks to improve rural prosperity by expanding sustainable income opportunities, strengthening access to finance and technology, and linking rural producers with wider domestic and international markets while enhancing resilience against climatic and economic disruptions.
Duration
The initiative will be implemented over an eight-year period from 2026 to 2033.
Core Components of the Programme
Climate and Community Resilience
The framework emphasizes building adaptive capacity among vulnerable rural populations to withstand environmental uncertainties, economic volatility, and natural disasters.
Expansion of Development Knowledge
The programme aims to document and replicate successful Indian rural development experiences at the international level through structured knowledge-sharing systems.
Empowerment of Rural Institutions
Special focus is placed on strengthening community-based institutions such as Self-Help Groups (SHGs), Farmer Producer Organisations (FPOs), and rural cooperatives to improve grassroots governance and collective bargaining power.
Value Chain-Based Rural Enterprises
The strategy promotes integration of rural enterprises into organized value chains through processing facilities, storage infrastructure, branding support, and digital commerce platforms.
Inclusive Financial Ecosystem
The programme encourages wider financial access for rural communities, particularly women-led enterprises, by leveraging SHG networks and inclusive credit systems.
Global Development Collaboration
India is expected to emerge as a development partner for countries across Africa, Southeast Asia, and Latin America by sharing expertise in digital agriculture, inclusive rural finance, and community-led development practices.
Innovation in Allied Rural Activities
Collaboration with institutions such as National Bank for Agriculture and Rural Development will support innovation in agriculture, fisheries, livestock management, and other allied sectors.

The programme aligns with India’s broader developmental vision by ensuring balanced growth between rural and urban economies through productive and sustainable livelihood generation.
