India’s MSME Sector: Reforms Driving Inclusive Economic Growth

Context
The Government has introduced a series of policy reforms and support measures to strengthen the Micro, Small and Medium Enterprises (MSME) sector by improving access to finance, technology, digital governance, market linkages, and entrepreneurship. These initiatives aim to enhance MSMEs’ contribution to employment, exports, manufacturing, and inclusive economic growth.
What are MSMEs?
Micro, Small and Medium Enterprises (MSMEs) are business entities engaged in manufacturing, production, processing, or service activities, playing a vital role in India’s economic development.
Statutory Framework – MSMEs are governed under the Micro, Small and Medium Enterprises Development (MSMED) Act, 2006, which provides the legal framework for their promotion and development.
Why are MSMEs Important?
- Contribute nearly 31.1% of India’s GDP.
- Account for around 35.4% of total manufacturing output.
- Generate approximately 48.6% of India’s merchandise exports.
- Provide employment to over 38.9 crore people, making them the second-largest employer after agriculture.
- Encourage entrepreneurship among women, youth, SCs, STs, and rural communities.
- Support both traditional industries like khadi, handicrafts, coir, and modern innovation-driven enterprises.
Way Forward
• Expand digital and affordable credit.
• Promote AI, IoT and Industry 4.0 technologies.
• Strengthen export competitiveness and quality standards.
• Enhance skill development and cluster-based manufacturing.
• Encourage green manufacturing and simplify compliance.
• Increase support for women-led and innovation-driven enterprises.
