The Ministry of Education has released a decadal assessment of India’s higher education sector using data from the All India Survey on Higher Education (AISHE), highlighting significant structural and demographic changes between 2014–15 and 2023–24.

What Does the Transformation Entail?

  • India has developed the world’s second-largest higher education network, which plays a crucial role in supporting the transition towards a knowledge-based economy.
  • The sector’s transformation is closely aligned with the objectives of the National Education Policy (NEP) 2020 and Sustainable Development Goal 4 (SDG 4) on inclusive and equitable quality education.

  • Female GER reached 31.2%, compared with 28.9% for males, marking the seventh consecutive year in which women surpassed men.
  • The Gender Parity Index (GPI) improved from 0.92 to 1.08.
  • GPI among SC students reached 1.11, while among ST students it stood at 1.08.

Stronger Inclusion of Social Groups

  • OBC participation increased from 32.8% to 40.1% of total enrolment.
  • The share of SC students rose from 13.4% to 15.5%, while SC GER increased from 18.9% to 27.8%.
  • ST enrolment share increased from 4.8% to 6.4%, accompanied by a rise in ST GER from 13.5% to 22.8%.

STEM and Global Engagement

Expansion of STEM Education

  • STEM enrolment reached approximately 1.02 crore students in 2023–24, representing an 11.5% increase over the decade.

Greater International Participation

  • The number of international students increased by 37.5%, from 42,293 to 58,134.
  • The annual higher education out-turn increased by 24.1%, crossing 1.09 crore graduates.

Welfare Measures and Targeted Support

  • Scholarships, fee concessions, post-matric assistance and reservation provisions have helped increase participation among SC, ST and OBC communities.

NEP 2020 and Academic Flexibility

  • Reforms such as multiple entry and exit options, the Academic Bank of Credits (ABC), and multidisciplinary education have sought to reduce rigid academic structures.
  • These measures have encouraged greater flexibility and mobility within the higher education system.

Improved Campus Facilities

  • Investments in physical and digital infrastructure have strengthened institutional capacity.
  • More than 98% of higher education institutions now have library facilities.
  • Over 94% have functional playgrounds, while more than 85% have specialised laboratories.

  • More than 29% of tertiary-educated youth continue to experience delays in finding suitable employment, highlighting the need for stronger industry-academia linkages.

Unequal Access for Persons with Disabilities

  • Participation among Persons with Benchmark Disabilities (PwBD) remains gender-imbalanced.
  • In 2023–24, enrolment included around 34,080 males compared with 20,000 females, pointing towards additional barriers faced by women with disabilities.

Faculty Vacancies and Staffing Constraints

  • Persistent vacancies in sanctioned teaching positions, particularly in state universities and rural colleges, affect faculty-student ratios and the overall quality of instruction.

Uneven Distribution of Research Capacity

  • Advanced research facilities and funding remain concentrated in leading institutions such as IITs and IISc.
  • Many state-affiliated colleges and universities continue to face limited access to competitive research grants and advanced laboratory infrastructure.

Limited Global Competitiveness

  • Low international faculty participation, relatively weaker citation performance and other institutional constraints continue to limit the presence of Indian universities at the top of global rankings.

Policy Priorities for the Next Phase

Integrate Education with Industry 4.0

  • Promote apprenticeship-linked degree programmes and integrate AI, digital technologies and emerging-industry skills into curricula, particularly in tier-2 and tier-3 institutions.
  • Strengthen industry-academia partnerships to improve graduate employability.

Improve Accessibility for Women with Disabilities

  • Expand targeted scholarships and financial assistance for female PwBD students.
  • Develop assistive technology laboratories, accessible transport and barrier-free campus infrastructure.

Fast-Track Faculty Recruitment

  • Undertake transparent and time-bound recruitment campaigns to fill long-standing vacancies in sanctioned teaching posts.
  • Strengthen faculty availability in state universities, rural colleges and underserved regions.

Broaden Access to Research Funding

  • Use the Anusandhan National Research Foundation (ANRF) to create dedicated funding opportunities for state public universities.
  • Prioritise laboratory modernisation, research infrastructure and capacity-building beyond premier institutions.

Strengthen India’s International Education Appeal

  • Expand the Study in India initiative by simplifying visa processes, improving student accommodation and increasing international academic exchanges.
  • These measures can help India move towards the objective of attracting 100,000 or more foreign students.

However, the next phase of reform must move beyond numerical expansion towards quality, employability, research excellence and institutional capacity.
