India’s Research Paradox: From Publication Volume to Meaningful Innovation

Context
India has made impressive gains in research output and patent filings, but this quantitative expansion has not translated proportionately into high-impact research, successful patent commercialisation and research integrity. The challenge is therefore shifting from producing more research to ensuring that research creates scientific, technological, economic and social value.
Rising Research Output, Limited Impact
India produced around 1.6 million Scopus-indexed research papers between 2020 and 2025, placing it among the world’s largest contributors by publication volume. University patent filings also increased sharply, from 11,150 in 2020–21 to 45,776 in 2024–25.
However, publication quantity does not necessarily indicate research quality. India ranks around third globally in publication volume but 19th in aggregate h-index, with a score of about 925 compared with 3,213 for the US. This indicates a significant gap between the amount of research produced and its influence within global scholarship.

The Patent Paradox: More Filings, Fewer Outcomes
The expansion of university patent filings has not been matched by successful grants or commercial use.
- University patent filings increased approximately fourfold between 2020–21 and 2024–25.
- Yet patent grants fell by about 67% in 2024–25.
- The university patent grant rate remains close to 3%, substantially below the national average of about 24%.
- More concerning, the proportion of granted patents that are commercially worked declined from 12.1% in 2022–23 to only 1.6% in 2024–25.
Thus, patent filing can become an end in itself when institutions are rewarded for the number of applications rather than for patents that survive examination and reach the market.
Research Integrity Under Pressure
The growth in output has also been accompanied by concerns over academic integrity. India is now among the countries with the highest number of research-paper retractions.
The national retraction rate reportedly increased from around 1.5 per 1,000 papers in 2012 to 3.5 per 1,000 in 2022, with more than 3,200 retractions over two decades.
The problem is linked to the emergence of:
- Predatory journals and questionable publishing practices.
- Commercial paper mills and ghost-written manuscripts.
- Incentives that reward publication counts rather than research quality.
- Institutional pressure to improve rankings through easily measurable indicators.
Research expansion without adequate quality-control mechanisms can therefore undermine the credibility of the very ecosystem it seeks to strengthen.
Incentives and the Ranking Problem
A major structural issue lies in the way institutional performance is measured.
The National Institutional Ranking Framework (NIRF) gives substantial weight to research and professional practice. While such measurement encourages universities to invest in research, an excessive emphasis on numerical indicators can encourage institutions to maximise publications and patent filings without adequately considering their subsequent impact.
The contrast between institutional incentive models is significant. Some institutions use direct monetary rewards for publications, while institutions such as the IITs have traditionally relied more heavily on academic recognition, research infrastructure, professorial positions and participation in technology ventures.
The distinction highlights an important principle: research incentives should encourage durable intellectual and technological value rather than simply increasing annual publication counts.
India’s Global University Ranking Challenge
India’s growing representation in international rankings presents a mixed picture.
In the QS World University Rankings 2026, India had 54 represented institutions, making it one of the most represented countries. Yet its overall research performance remains uneven. In the Times Higher Education World University Rankings 2026, only four Indian universities entered the global top 500, with IISc Bengaluru occupying the 201–250 band.
This suggests that increasing the number of institutions participating internationally does not automatically translate into globally competitive research quality.
Institutional and Regulatory Gaps
Another weakness is the limited institutional capacity to investigate and deter systematic research misconduct. The UGC plays an important regulatory and funding-related role, but concerns remain about whether existing mechanisms are sufficiently equipped to investigate sophisticated forms of academic fraud, paper mills and unethical publishing networks.
India also lacks an independent national research-integrity authority comparable to mechanisms found in some other countries.
Without credible investigation and penalties, institutions may have little incentive to correct practices that inflate research output while compromising quality.
Way Forward
1. Redesign Research Evaluation
Research assessment should move beyond the number of papers and patent applications. Institutional evaluation can incorporate four dimensions:
- Scholarly impact: citation quality, field-weighted citation impact and research influence.
- Technological impact: granted patents, licensing and actual utilisation.
- Economic impact: start-ups, spin-offs, royalties, investment and employment.
- Social impact: contribution to public policy, welfare and solutions to local problems.
2. Establish a National Research Integrity Authority
India needs an autonomous institutional mechanism with adequate investigative powers to examine serious research misconduct, identify paper mills, impose penalties and maintain transparent records of violations.
3. Reform Publication Incentives
Per-paper cash rewards should gradually give way to long-term research grants, laboratory support, seed funding and performance-linked benefits based on research quality and impact.
4. Make Failed Outputs Count
Repeated retractions, abandoned patents and demonstrably poor-quality research should negatively affect institutional assessments rather than allowing them to remain neutral within ranking systems.
5. Strengthen Lab-to-Market Linkages
The Anusandhan National Research Foundation (ANRF) and similar mechanisms can be used to connect universities with industry, incubators and technology-transfer institutions. Greater emphasis should be placed on converting promising laboratory research into commercially viable technologies and public solutions.
Conclusion
India has successfully expanded the scale of its research ecosystem, but scale alone cannot establish scientific leadership. The central task now is to move from a publication-driven model to an impact-driven research system. Better incentives, stronger research-integrity institutions, meaningful patent commercialisation and closer industry-academia collaboration can help India convert its growing intellectual output into genuine innovation and globally influential science.
